
Leeds City Council – Solving complex needs & requirements with AMX
Leeds City Council wanted to consolidate multiple incumbent systems and sought a solution capable of addressing its complex operational requirements across diverse sectors. Among the few suppliers able to meet the full scope, AMX emerged as the preferred choice thanks to its flexibility, ease of customisation, and a proven track record with the Council—particularly in bridge management, where its system has delivered reliable performance for over 15 years. The Council concluded the procurement process and awarded AMX the contract to deliver a unified, flexible asset management platform encompassing Highways, Structures, Flood Risk Management, Drainage and other operational areas that were managed in separate systems.

How AMX is Used
Responsible for managing approximately £8 billion in assets across five districts serving nearly five million people, Leeds faces unique challenges, including special responsibilities due to flood risks from the River Aire. These demands necessitated a flexible and robust system. By 2025, around 300 users are now active on the AMX platform, with plans to expand access and functionality. A major part of the project involves consolidating numerous legacy databases into one system, and AMX’s adaptability proved a key factor in its selection as the Council’s preferred platform for digital transformation. As part of its ongoing strategy, Leeds City Council has integrated both AMX Web and AMX Mobile platforms into its asset management operations. Currently, usage is split approximately 75% via the web platform and 25% via mobile. However, the use of AMX Mobile is steadily expanding, with approximately 100 active users as of 2025, and further adoption is planned across additional departments. AMX Mobile is being used in various operational environments to support greater efficiency in everyday workflows such as pothole repairs, highway inspections, and gully management. In the long term, the Council’s objective is to consolidate all departments onto a single, unified system, replacing multiple separate access databases previously in use.

The mobile application has enabled highway inspectors to begin transitioning away from traditional paper-based methods, significantly improving data accuracy and reducing duplication of effort. Reports can now be recorded and submitted directly from the field, eliminating the need to re-enter data upon return to the office. The combined use of web and mobile ensures flexibility and accessibility across a wide range of operational contexts.

The future with AMX
The partnership between Leeds City Council and AMX has continued to deliver positive results as the project enters its third phase. A key objective is to phase out legacy contracts and reduce costs by consolidating systems under the AMX platform, streamlining operations. The development of both the core system and mobile app has been well-received, with user feedback highlighting improvements in usability and efficiency. AMX’s responsive support has further strengthened confidence in the partnership, contributing to the project’s ongoing success.
